Transport to Employment and Training
Key activities:

Wheels to work -this strand will include continued support for ‘Wheels to Work’ schemes in the East Riding of Yorkshire and Northern Lincolnshire, including support for the expansion of current provision and the development of related social enterprise activity that can reduce costs and improve future sustainability (shared maintenance and repair facilities etc).
Greater future sustainability will also be developed through liaison work with local employers. This will be targeted on larger and new or emerging businesses, to ensure that the existing focus of Wheels to Work schemes on individual access needs can be set within the larger context of the Humber’s current and future employment offer and the sub-region’s business development and skills improvement aspirations;

Development of a package of transport to employment and training solutions on a Humber wide basis - based on an intensive period of action research with employers, training organisations and communities/3rd sector partners, the Humber and Wolds Rural Community Council will coordinate this strand on behalf of the Humber Rural Partnership. Solutions will be developed in response to needs identified and will target more precisely the problems which target rural residents face when travelling from home to the potential workplace.
Potential solutions will be incorporated into a programme of activity, which will include working with client groups to identify their travel needs and sampling of different kinds of travel plan. Possible service solutions may include time limited travel-card schemes for new employees, brokered with bus rail and other public/community transport operators, new public transport links or modifications to existing service patterns. The major emphasis of this strand will however be on enabling uptake of employment and training opportunities for jobseekers and learners; and

Community transport - a further strand of activity will capitalise on capacity-building work already underway in the Humber in relation to Community Transport (CT) operational potential. In the East Riding capital resources for expansion and upgrading of the CT vehicle fleet is being provided by East Riding of Yorkshire Council, via the Local Transport Plan. An excellent basis therefore exists upon which dedicated (community transport operated) transport to work or training services can be developed. These are likely to operate from a cluster of villages either to a railhead or bus interchange node, or to a specific employment site.
